Bills without any comment are received within the given postal code area (which, in The Netherlands, is pretty detailed, hence no other comment is needed in my opinion; however, banks and ATM are always mentioned). In countries without very detailed postal codes, the comment field is always used for specifics regarding the place the bill was received.
